No, nothing to do with mini models;

Has anyone come up with rules for having higher-powered monsters at lower levels; particularly first level? I mean in the way that the Catacombs of Terror and Orc Lord had spells that were weaker versions of those in the roleplay book, so that first-level characters in the Basic Game could survive.

This is so that you can use your cool Vampire Count or Giant models without making it a foregone conclusion.

HI, im guessing that the expansion sets were "set" for pre-experienced warriors, but im also guessing that if its a bit hard to tone down teh monsters, how about giving each starting character + 1d6 luck or +d26 luck?

that way the party can re-roll several "killer blows", but without actually preventing spells or items etc?

Even with an extra 2D6 Luck, I think it would be all used up in one fight. Imagine fighting a Bloodthirster on level 1, there would be no hope even with endless Luck points.

A nasty monster could be in the objective room, chained to the wall for some neferious purpose. Thus it would have limited movement, attacks and magic and the party could retreat to heal if things go bad. Of course, I would be tempted to say that it could break from it's chains on a power roll of 1 but I'm just nasty emoticon

I quite like that idea- wasn't there an adventure someone wrote involving a weakened Daemon who conveniently had the same stats as a Minotaur?
