a level 8 wizard will have 8D6 stored power, a wizards staff (more power) any number of incidental items that store power (some are not re-chargeable but some are) once those are mixed in with things like brooches of power and deathstones it is not that hard to get the power together.
in my games a wizard wouldn't use that spell on a dragon for exactly the reasons old warrior mentions: large monster costs more power to effect and 20 power is not worth it to do 6D6 wounds on a dragon.
but if it was 24D6 wounds it would be worth it.
the frost blade is a very good example: you have to roll to hit, this may be hard if terror roll failed, then you still need a reasonably good damage roll because a dragon has good total defences (Toughness, Armour, Ignore Pain. although I think Frost blade ignores non-magical armour).
it is possible to hit a dragon and still cause no wounds with a frost blade, or use a few luck to make this all work (terror roll, to hit roll, damage roll if necessary) whereas a wizard needs 1 luck: reroll damage dice.
anyway it was just an idle thought that occurred to me later.
I'm not trying to convince anyone that "I'm right" or "you're wrong" or even "I am right and you're wrong"

Why would you be changing tack after spending your entire time here doing so?
Old Warrior has pointed out the difficulties involved.
I think he covered the difficulties well and why this would & would not work.

I am undecided yet, but I think I currently would tell the Wizard's player to spend the greatest amount of power required by one of those monsters -- whichever has the greater requirement.

Unknown.
I have never had a wizard in this situation, and so I have never thought it through.
I will have to cogitate on it.
