I highly doubt it, the reason I was into the idea was there were gonna be Wizards and Witch Hunters and, if they clashed, players would be able to kill each other if the roleplay made sense. In other words, if your crazed bigot saw a player cast black magic, you could start hunting him... So, that's what I thought would be cool besides actually running around IN the world..

As regards the Rune Staff, I was worried that there could be too many runes...
I think you can still get runes if you don't go into town, but you don't get the chance to concentrate and work on it (represented by the Uneventful Days). You should still roll a D6 and get some runes.
I did calculate the maximum runes you could have. If you had 18 after rolling three 6's on the 10+ result, then scored a 6 each time you rolled on the Battle Rune tables (thus getting 1D3 of the runes on the table below)... suffice to say it was nearly 500.
But that's not very likely.

This character sounds cool! I think I will make one. I am curious though how the runes are made. For character I was envisioning a stone carver (maybe not a dwarf) who can has skill with runes and who's weapon is a mallet (and some scary chisels). I am also picturing an anime/ kung fu style monk who wards the area (good or bad) by gesticulating runes in the air. Am I thinking of the right sort of character? Maybe a combo of the two, can runes be done like that? Sort of a rune inscriber but not only of metal/stone/wood. (Tattoos and area effects I'm thinking)

Personally, that was pretty much what I was getting at with the Runesmith. The idea was that his rune power(s) are mere aspects of true runecraft. He enacts rituals using symbols, gestures, componants and so on, which have an immediate and fleeting effect.
As for being a dwarf, other races can use runes, but the dwarf is best attuned to it, with ideas of them being eternal and unchanging, and in their resistance to the chaotic, warping effect of magic. Still, the runesmith as written is ignoring these aspects, and he uses something of a bastardised version of the craft. Therefore, it fits other races pretty well. The Dwarf word for 'shoddy' is also translated 'Man-made'.

OK, in my favorite supplement, Realms of Sorcery, there are also rules for a "Rune Master". Rune Masters are humans that try to steal (since no Dwarf would TEACH a human sacred magic) or otherwise learn to cast spells or enchant weapons via runes. Rune Masters actually sort of suck in comparison to a Runesmith, but the roleplay would be very fun. You see, if the Dwarves ever found out you were a human using runes you'd be a dead man! So, yes, that's on my prodigious list, though not very high.
The tattoo, sigil thing has been done before in fantasy books. We tried it in D&D and it was terrible. The character in the "Deathgate Cycle" was a monk-type character with runes inscribed all over his body. All he had to do was tap the runes to activate them. The character in the books was uber-powerful and so it turned out to be when adapted to D&D. I haven't had much interest in the idea since, though I know someone published more balanced ideas of how to do it.
In the Warhammer mythos, the concept would ONLY work on a dwarf. Again, if a single dwarven witness saw a dude with tattoos all over his body. They'd hack each piece off separatley and bring them to a Dwarven Cleric of Grugni to throw into the forge in apology. :S

That would make an interesting, albeit grisly quest. Hunt down the desecrators and throw their bodies into the forges of the Slayer King! Khazrak Akdargran Ikthrktin! Grrrarg!

Hehehe I'd be willing to make a rune scrounger. And Id kill all of the pesky dwarfs after me! As for being in cities I'll just wear covering clothes. Maybe a dungeon where I'm going rune looting would be fun My thinking is this: in our world where something is exclusive,(or unionized or social standing), and coveted (spiffy weapons that bring hefty price) there are always black markets for stuff. I can imagine wizards being curious enough to research runes. Maybe there is a secret society (non dwarven) that has the rune knowledge too. An adventuring rune mason.
